We cannot compare Itto / xiao whit Cyno, they don't have reactions which limit they're potential. Cyno, Nilou , Dehia and Alhaitham will be new meta. They are just early pieces for the new reactions and when the puzzle is complete only then we can see how strong actually are . I'm going to get Cyno and Kusanali .
Nilou is actually fine, you just need to wait for Dendro healer or better Dendro applicator. Cyno on the other hands need a lot of rework since a lot of character doesn't work properly with him. It also doesn't help that Raiden is his direct competition and adding Keqing and Razor that rise up to the meta through dendro reaction.
To be honest i might save for cyno and maybe for dehya's banner when she comes out as a playable character since as much as I love Nilou and think kusanali would be a great character for my team I'm still skipping on her:)
