I dont think this could be Istaroth because. On their level, I dont think it will reveal itself this early. My take is, it was Focalors, because we experienced this same thing with Nahida before and it is clearly an archon power. She must've found a way to not get affected by Irminsul. Or it could be Tsaritsa, since the Cryo nation is advance and ahead of everyone else. They also know everything and know about secrets in Teyvat, so Irminsul wont easily affect her.

I don't thinks is any of the archons because the only archon that can talk through thoughts as of now is Nahida being the archon of knowledge, and the remaining archos are justice (hydro), war (pyro) and considering Scara's and Childe's voicelines the Tzaritsa is the archon of love, and none of those are related to mind powers. Is logical that a higer being like Istaroth is able to do such thing being one of the pieces of the primordial one.

I think I am more and more convinced that it is Istaroth. Why else she would give that "a cat or a bird, it's still a vase", she's just referring that the real time cannot be altered, only information can be changed slightly. I believe Istaroth and other descenders may be trying to help Teyvat from a disaster of some sort.
