THANK YOU IT WORKS NOW!! For anyone still struggling just follow this person's video and camera positions on the map. Apparently, you have to be specific about where your camera and character are positioned for this quest to work. Don't look for the "yellow marker" like for other photo missions it won't appear.
idk if it was just me having a hard time trying to find proper angle for the photos, but I just tried to match the picture and the scenery as best as possible, if it didnt work in 1 position, I'd move a little to the left or right and start spamming pictures until I see I got it

Tip: You can just use the Kamera toy and the same locations as the video and it works quicker.
what helped me find the right place in the first one was seeing where is the tip of the mountain and the small island behind it, i went to a place where these two were close to each other like the video then when you set it right itll say you set the camera in the right angle ^^
it annoying cuz it require too specific location despite u are looking exactly at it
