Here’s the good thing. Even if this passes and is signed into law, it’ll immediately be halted by the courts as this is extremely invasive and unconstitutional. With the SC as it currently stands, I’m confident that it’ll be struck down. Say what you will about the Justices, these are who you want in cases like this.

Isn't a "foreign adversary" by definition controlled by the government? I think this is blown completely out of proportion and it actually makes sense, if you think about it. The PRC and RF actively DO (try to) influence for example elections as hard as they can and try to undermine democracies and they are partly successful.
It's an awful draft, no doubt about that, but regulating said influences makes sense. You should point out that in its current form it's not clear wether it can be applied to the average citizen, but there's no point in stirring up fear. If a well formulated draft offers these tools THEN it makes sense to fight against it, but this one is just poorly written and might or might not include this "feature".
In the case of TikTok the CCP actively utilizes it. It's not just an independent company providing a service.
Don't get me wrong, I'm not for implementing the bill as it is, but a law in this direction makes sense.
It doesn't directly affect me though, because I am not a US citizen.
If anything you can see which country is considered enemies by America from that bill, so expect endless smearing by western media.

I don't think that this bill will pass in it's current state. I understand the concern, but this isn't 2001-2002, the time when the PATRIOT Act was passed.
For one, there currently isn't a big attack or true crisis on American soil to exploit (COVID was already used on other stuff). Additionally, the PATRIOT Act was made into law when the internet, with its decentralized information distribution, was still not too widely adopted. Getting the RESTRICT Act through will almost certainly not be as easy as the first time around, what with bipartisan opponents and their big platforms (not to mention news organizations, social media, lobbyists, and other special interest groups) signal boosting at a scale and speed that simply wasn't possible during 2002. This bill, should it be even tabled to come to the floor for a debate without major changes, will become TOXIC to supporters and fast!

If they implement this correctly, that would be great at stopping the civil/military fusion doctrine the CCP uses.
They need to have Genshin Impact moved into a non-CCP entity and make sure the financial and surveillance data isn't further leaked into the CCP for malicious use.

Honestly I'm glad you covered this, it seems people in the Genshin Community either don't know about this or they simply don't care about it going on. I've seen some people try to bring this up in the Genshin Reddit community but those posts either get deleted by the mods or are unapproved to even post about it, perhaps if this does happen then it's deserved.
For me I play the game but I didn't spend that much on it so if this happens it won't be such a big deal, can't say for the heavy spenders or the "Whales" of the Genshin Community though.
I think it's more over TikTok, which is not based in HK, and is funded and controlled by the Royal Dictatorship of China.
