I think even if Clorinde hits harder, Raiden's versatility and off-field capabilities make her overall more valuable to an account.

Thundering fury is Clorinde's real best set. Of course the devs wanted her to use the newest artefact set but the thing is with it her rotation is only 15-20sec. Whereas with thundering fury her rotation is 25sec because of the skill CD decrease which is ultimately a 15% increase in DPS. Of course if you just want the character to deal big enough damage then you can just use the BoL set but if you're into meta and especially if you wanna be efficient in the abyss then I recommend farming for thundering fury
Raiden is 100% better she buffs the whole teams burst batteries them and does 100k+ initial slash with her burst
