Pretty sure there is an attack speed cap. It was a video testing out how fast razor can attack with various attack speeds and at some point there was a side by side conparison between some speeds and at some point the attack speed was the same
9:38 as a Raiden Shogun main with Skyward Spine, I can say with 100% certainty that yes, normal atk speed bonus does translate to her burst
His Razor is level 60 and is already doing 13k? My lvl 90 Razor highest crit is 23k and that was with food and Bennett

I sure wish Razor was a better character, I really think he's cool to play, but man the 4 stars are just suffering these days. Even Ning is starting to fall behind with abyss powercreep.
It's so annoying how devs count raiden's normal attack while her burst. In this event they count slashes as actual normal attacks like in tartaglia's melee stance. Just to remind: tartaglia's one scales on skill independenly of the NA talent (like raiden) and counts as actual NA. I wonder why devs made such a deprivation to raiden in which NA buffs work selectively. For example, most of the spear passive skills don't work in raiden's ult. It's such a hypocrisy.

I wish you would have done rapid fire fischl. shoot twice then double tap aim mode to cancel rotation and double attack again. allows you to get 6 -8 shots in the same 4 shot period.
