I don't know who she is but she's a queen so I will be pulling no matter what
Chiori is extremely interesting because of the actual historical context she draws from. Between 1890 and 1910 France, there was the Art Nouveau movement, one of the most impactful art movements in history, one of the main sources of Influence for this movement was the import of Japanese art by art dealer Siegfried Bing.
Bing's import of Japanese art caused a "mania" of Japanese art enthusiasm, Japonisme, as the extremely different art styles really inspired famous artists from Gustav Klimt to Claude Monet. This movement kick started everything from impressionism to surrealism, leading up to everything we have in the contemporary era, which is why Art Nouveau means "New Art".
Art Nouveau's most striking style is the floral decorative art with beautiful people as center pieces, this style can even be seen with Genshin's official character art with a floral, curved design of the character's elements and region behind them. It definitely had influence in all of manga and anime, manga like Jojo also frequently displays characters in Art Nouveau style.
This is also why France has so many anime fans, if you go around Notre Dame, the streets to the right side of the facade, it's actually an anime and manga area.

I honestly thought she was another generic npc but slightly modified like that one youkai lady. Her design simply did not stand out to me.
She’s not the first Inazuman immigrant. We got:

(on another note:) Chiori seems really interesting, hope we actually get to interact and talk to her in the event and see her thoughts on the vision hunt, sakokou decree, and the events post Inazuma archon quest.
It would be very very interesting if she went to fontaine to escape the shogun, the story to be told there is a highly intriguing one.
I’m hoping she is Geo because Geo is the best Element.

@_@ basically a japanese fashion designer living in France. 😅 And her name is chio.
Actually I guessed her Japanese VA would be Ayana Taketatsu before her design is revealed. From what the NPC in front of Chioriya Boutique said about her, her arrogant attitude fits.
Since Chiori is the one who designed both Lyney and Lynette's outfit, she's the one who had the brilliant of putting Lyney in STOCKINGS and GARTER BELTS.

I do wonder about her vision case yeah. I personally hope she has a fontainian case and that she got it after she moved. Mostly because we’d have the same initial number of fontainians than sumeru (and Inazuma kinda) in the first year😅 Just like Thoma in a sense he is treated as Inazuma in a lot of aspects but we know he is from Mond. The thing tho is that she still pretty much dresses as Inazuma so idk. In the case that she is treated as Inazuman I wonder if there is another unrevealed 4 star character from Fontaine aside from Emilie that will release during 4.X
Whenever I see Chiori she reminds me of Hanae Mori a very famous Japanese fashion designer who was very famous in french fashion.
