1. For one i think Kusanali is indeed small Rukhadevatta without her memories. Because memories are shown to be the base of her power, just look at the Aranara.
2. I think she will get her memories back with the divine knowledge capsule. I think its like a USB backup of her memories.
3. Dottore brought Ei’s gnosis, he is with Scara. He and Dottore are operating outside of the Fatui. This you know because he says in the Harbinger trailer that he doesnt know where Scara and the gnosis is.
4. Nahida will get her memories back and will tear the sages a new one. Who then will realise they have imprisoned the god they worship and miss so much in jail hahaha

imo, the gnosis used by Dottore must be either Venti, Zhongli or Raiden's. Kusanali gnosis is used to powered the Akasha ie she is kept locked away and secured as a battery. The creation of a new god must be Fatui plan to gain access to Kusanali gnosis.
Il Dittore is using the Gnosis Scaramouche acquired from Inazuma. Miko gave it to him as a bribe to spare the Traviler's life remember?
