Barbara's EN VA (Laura Stahl) has said in Q&As that she did all of the combat recordings (both the cheery and lower-key takes) at the same time, and she doesn't know why Hoyo changed their mind and changed over to the less cheerful ones at a later date.
It's pretty common for them to change voice direction in their EN voiceover (like Paimon's voice getting higher since launch), re-recording some lines (Ayato's "About Itto" line), and one necessary recast, but this one isn't an example of those. They just used alternate original recordings of the same VA.
Fun fact: Laura Stahl also voices Xinyan, and she originally recorded with and without the Southern accent . Hoyo chose the takes with the accent. (I don't think the change in Barbara's tone has anything to do with differentiating her from Xinyan.)
