Now about the second phase, yelan is ninety nine percent confirmed to get a rerun in 4.0. she has only got her rerun once after her release in version 2.7. Yelan got her previous rerun in version 3.4, so she has a very high chance of getting a rerun. So if you want her, you should start saving your primogems.
About the next character, there are plenty of rumors going on in the community. According to the latest information, zhongli’s rerun has been pushed further and he won’t be appearing in version 4.0.
Hoyoverse has never skipped more than two consecutive patches without an archons rerun, so I’m considering this factor, Because there is no arkon rerun in 3.7 and it won’t be in 3.8 either. With zhongli being pushed, we now have two candidates for the arkon rerun, raiden shogun and venti.
