It's CN, the CN playerbase are either turboracist goblins or "White skin is Pure and Beautiful above all else" types, two groups you REALLY don't want to fuck with.
Bear in mind that Hoyo's already had to deal with an assassination attempt against their CEO over a literal COSTUME, my guess is that they internally believe that, based on what happened with Sumeru, the inevitable backlash from EN would be less of an issue than the CN community throwing an almighty shitfit and contacting the CCP over their precious gacha game having a region of predominantly dark-skinned characters.
Twitter consensus doesn't align with the majority opinion. If it is, the Natlan trailer should gotten the same treatment as the Assassins Creed Shadow by now but they didn't. So what they end up showing is Twitter is the worst place to gauge peoples opinion. lol

Like Genshin is a multi-billion dollar product, the only people that will ever be ‘cancelling’ genshin is HoYo themselves. People are also entitled to criticize HoYo and their character design.
