You are absolutely right! I always go for the characters, I got all my 5* weapons on characters banner. This is my philosophy as a f2p (constellation can come after, having the C0 is already good)

Im not getting her weapon. That banner is just way too risky so im going for cons. Id rather have power in the character than the weapon.
I got my last pity on mona. i will get the event banner char next 40 pull/50 pull but I'm not sure if I should save that pull for albedo or baal.
For someone like me that wants her to be a dps i think waiting for staff of homa is the best thing to do

go for c1 instead of pulling for her weapon. The catch is free
Baal is the last character that I am interested in even from far off teased stuff. I'm probably going to mini whale c0 + weapon at the very least but might even go for c1
What her c1 does is it lets you run low cost burst characters and still be able to get full resolve stacks for her burst, it focus on running a second electro character alongside baal, so Sara or Beidou would give you half your stacks in a single burst it is a pretty nice quality of life constelation but by no means necesary, if you plan on running her in a 80 cost burst team you get nothing from it and doesnt let you go with baal as the only electro character on your low cost burst team.
For F2P players that look for DPS characters that can deal huge damage numbers even at C0, skip Baal. But if you need a hyper battery for your DPS (ex. Eula), get Baal at least C0. If you want to use Baal as main DPS, you need C2 for the 60% defense shred while her ult is active and C1 to fill her resolve stacks faster.

There is an upcoming event where you can get "the catch" polearm probably good on baal im not gonna waste my gems on a rigged weapon banner
I will waste all i got on baal, and i will continue pulling in her banner to build pity, if i get a C1 good, if i get a 5* weapon very good, if i get nothing also good, the last change in the weapon banner was a bad joke, almost a crime, not benefit neiter for f2p or whale, the weapon banner now is garbage, and no f2p or low spender should try it.
With the weapon, her 2nd best weapon is free in a future event. it’s also going to be refine 5 for free
I am not guarantee but I will still pull. C1, no weapon I do not care. I like the baal gameplay. Free to Play BTW.

I personally value more another character I like lore wise, design wise and utility wise rather than the signature weapon of a character or a specific constellation

I recommend waiting for few days when raiden comes out cuz mihoyo will announce the future banners + leakers will leak the 2.2 anniversary events and stuff so u can decide yourself if u just want that c1 or the future characters in 2.2
i am a low spender and i have guaranteed baal, i am going to get her because i like her playstyle and her burst.
is beidou xingqiu and venti/benny a good team for baal? my only 5stars are venti keqing diluc and albedo

Im gonna wish for baal i have 12k primos and I’ve wished on the character banner like 30 times, tho knowing my luck im going to loose the 50/50 💀 i only have 1 5* and its a fucking harp bow from the standers banner

As a long time gacha player, c6 if you want thats if you really want to play Raiden for a really long itme. As for the weapon, are really EZ to powercreep in this game.

Im still going to get baal even on c0 i know i have some pity on my weapon banner i could wish on baals weapon banner if the secondary could benefit my other 5 star
I plan on getting C2 Baal and use "The Catch" on her. Also in the process of getting C2 Baal hopefully I can get at least C4 Sara.
Baal's signature weapon is darn good but C2 Baal with R5 "The Catch" should be almost as good as C0 Baal with Grasscutter.

But as for us low spenders/f2p until they change the way we get constellations they will be forever out of our reach unless we throw thousands of dollars at the game.
It's the biggest flaw in the game in my opinion, If constellations were universal 4 star and 5 star respectively then a c6 character wouldn't be impossible for us. for example getting a dupe and just getting a 4 star constellation or 5 star constellation you can use on anybody)
TLDR:
As far as 5 stars go c0/R1 is all i aim for. i have skyward spear so probably good enough but i may go for her weapon after i get her (64 pity character banner and around 40 pity on weapon banner)
If Raiden Shogun at c0 isn’t good, I think the community would riot. Lmfao
