Mihoyo is conviniently to them treating the anniversary not as a proper anniversary, but as a "rememberence" of sorts. "Rememberence" sounds less important than "Anniversary" therefore they can get away with giving less rewards. Basically "it's not rape it's snuggle struggle" kind of deal.
