More simple explanation : they fucked up the kit, don't have time to fix her, and threw her into permanent banner to avoid the outrage of people pulling for a 3* character disguised as a 5*.

I think simply whenever Hoyoverse wants to make a bad character they just make them black. That gives the least amount of backlash over there since these characters rank low over there. And yes some characters are bad on purpose to hype up the ones that are good. You can't make them all the same or there is no FOMO effect.

There is NOTHING WRONG with Dehya, Xinyan, Candace… so on. They are GREAT characters. The problem is THE ABYSS (Speedrun).

For those who think of getting a Dehya from losing pity, beware because there is no gurantee. I have played the game since launch but only got two copies of KQ and tons of Diluc. Also, no Tignahri has appeared yet. So i will get her at least C0. I may pull for her weapon too as it is most likely a rare item in the future if it isn't added to the standard banner. This wepon is very good imo as it can be used by many claymore users.
I just hope Diick Wei and the devs suffer in hell

Result more players will pull for standard or we will get more chances to get new character if we lose in the standard or limited banners

I am not waiting to get her on no damn standard banner or losing a 50/50 Im getting her now. Could give a fck if she is terrible or not. Leaving me getting a character to luck with the fcking standard is not an option. Went months without getting Keqing who was the last 5 star standard banner I needed at the time.
Now we have 2 Claymore Pyro users on the standard banner. Same element, same weapon. This is sooooo strange.

I think this is more just to try to bring back other elements since everything is dendro meta rn, thou I would love for them to add some kind of bleed mechanic to physical dmg. It could be interesting especially if they introduce supports that increase dmg against bleeding enemies

if they add her to that standard banner i hope they change the banner to work like the weapon banner or some type of pity system for them. tig i get hes dendro but say am going for dulic and get dehya? would be nice to pick a path. and with the sheer amount for 4 stars beings added it gets harder to lock down the ones u really want. (well feels that way for me anyway)

Honestly she's the only reason I'm still touching this game right now so I will pull for her because if I don't pull for her I don't have any other reason to continue playing

Juat think of it like this. If and when hyv does change the game style that suits dehya, we also won't suffer much. We might get some dps loss, but we still are able to clear pretty much anything that hyv throw at us. Same does for dendro. So, dehya as a catalyst of a new gamestyle does not make much sense as her impact when that arrives does not mean much to us that are already at end game.
If you are taking about new players, well they will not be encountering much problem by then as tbey should already have a decent team when that does happen. If not, it's fine. The majority of us old players won't be suffering that much, and i don't think we will not feel the suffering at all.
I'm just gonna be waiting for that next Tan skin character if their damage is off for some weird reason that doesn't make sense or their kit is fucked up with a weird split, y'all will know exactly the issue with Drhya is, she is not being a future proof, but I don't expect a content creators outside the US to speak on it, but don't make excuses, it's pretty damn obvious what's happening. I respect people more when they just call it what it is.
