My theory is that a vision is like seed to cultivate mortals. Then when they die, celestia would come to harvest the fruit, the achievements and the memories of the vision holder be taken by celestia to be used somehow, Which is why when beings die they turn into particles. Taken in by Teyvat. Teyvat is literally a farm for the celestia. Which is why the sky is fake, it just dorm where the gods are watching. It’s been talked about a few times that vision holders would achieve many great things in Teyvat which is why people see it as blessing. But if it’s like you said visions are a curse, it might be true in a way. Because people can be burdened by visions as well. As they would forced to cause change in teyvat. If you remember in Inuzuma archon quest where some people who lost their visions were actually much happier because they felt a huge burden has left them. Of course some were depressed too. Think of vision like stamp, like when farmers stamp their livestocks.
Ei also mentioned that her reason for taking visions was that humans have a short lifespan and can't afford to bear extra losses. The vision might also drain the user's lifespan each time they use it, since we've never seen any old vision user (adeptus don't count since they have a longer lifespan)

When traveler was at pinch he used the hopes and ambitions stored in the vision to power himself up in order to defeat ei. So basically my theory is visions are small fuel points that can maximize a person's potential when gathered enough like (Oratries).
Soo may be Celestia is trying to collect the power from the vision to her primal power back so she can conquer against any god in her way.

i think celestia is regaining the absolute authority by extracting the power(authority) from them, so they can combine it to gain back that absolute authority that the PO lost during the second war
