So we know from the Archon quest that the Grand Sages hoard knowledge and only allow certain people to know certain things via the Akasha devices. If a researcher or scholar tries to go beyond what is deemed their allowed knowledge they send the matra after them. So the matra is the Grand Sages secret police and Cyno is their general. What a nice system they have in place.
