From the latest rumor we will get these 4-star characters on the first phase of Genshin Version 2.7 along with Yelan and Xiao rerun banner. For the new 4-star character Kuki Shinobu, you will get her banner in the second phase of version 2.7 along with Arataki Itto Banner, because she is his colleague. So we will get Barbara, Noelle and Yanfei. this is make sense because, if you see in this character wish banner history, Barbara has skipped 6 banners, Noelle 7 banners and Yanfei has skipped 4 banners.   10. I’m wishing on itto’s banner for kuki and also to build up at least 70 pity for when yoimiya returns, I’m really afraid of my luck rn cause I don’t really want itto, I have no weapons for him nor any artifacts and every time I think about how lucky I’ve gotten my fear grows another 10 fold
