Sucrose with the right book (Sacrificial Fragments) would be at least 2 times better than with Thrilling Tales.
The additional EM with Viridescent plus being able to do three skills in a row completely changes her from a boring catalyst into insane crowd control and Anemo battery.

Keqing in C and Mona in B is just wrong. Everything else is mostly ok.
I sure hope u mean itto’s charged atk dmg of 14k is on charged atks WITHOUT using his ult?
My ittos charged atks do 60+k dmg in ult mode and his E hits for over 150k lol

Sucrose in A sounds like a skill issue but that's fine I'm pretty bad myself.
Imo Mona and Kokomi should be in the same tier, idk move Mona down move Kokomi up doesn't matter since they're both the "hi, I'm your hydro applier in your freeze team that isn't Xingqiu because you glued him with Xiangling on the other team" unit. One gives more damage but since the other one heals you can replace Diano in that team with cryo sub dps like Kaeya, Rosaria, or potentially Shenhe in the future while keeping the healing, cryo resonance, hydro application and have pretty similar damage, maybe more depending on how much you invested in the cryo sub dps so it's not really different.
