Lyney is using a 2 star bow, HE NEEDS AN UPGRADE. I can only use Characters and Weapons from Fontaine. Since I just barely got Lyney after losing the first banner pity, I couldn’t try to go for his weapon, meaning my only options is the 4 star bow Song of Stillness. Also Lynette keeps getting knocked out from using finale of the deep, so she needs fleuve cendre ferryman to survive.

Mona is confusing because she has ties to both Mond and Fontaine but I don’t believe she is a Mondstadter purely because in her story quest you help her move in to the nation but had she been from the nation she’d have a place already. I don’t look into characters stories so maybe that’s wrong 😅

I think most of the viewer (including me) doesn't mind with you using Mona. But if you really bothered by it because you want to keep true to the rule, then the fact is, Mona is Mondstadt Character. Doesn't matter where she come from or born, it is in the game she affiliated with Mondstadt. I hope you shorted it out soon.
Speep did less dmg because you didnt clear the finale of the deep health debuff, you only get the atk buff after its cleared

In the birthday letter, Mona says "I hear this kind of flower is popular in Fontaine", which implies she doesn't live there. There's no concrete evidence to suggest she's from Fontaine, so until we get something concrete, ig raise her but don't play with her

Imo, regardless of whether she's FROM Fontaine, her primary ties are to Fontaine. Monstadt is just where she lives now to escape her master. I say she makes the cut until you get a character with stronger Fontaine connections, then you kick her out.
I 100% recommend picking up the recipe for Tasses Ragout.
It’s a 2 star healing food that is the cheapest in the game to make only requiring ingredients that can be bought from each region’s general store. It just needs onion, salt, and tomato and you can buy 100 of each every day in each general store. The quest to get it is super quick and takes not even five minutes, you just do a fetch quest helping some dogs back home. It’s the best food item in the game right now.

Definitely don't forget to fish for the refine materials for that pipe sword too. It's that "Marten's omni-fix". 16% extra crit rate is better than 8%.
My funny story about fishing in fontaine is that I was only able to get Fontaine fishing rod as the last item from the shop after I got everything else. I still use it as I'm trying to get all the ornamental fish too, but that's my own hobby. For general player I think it could have been balanced a bit better so they could get the rod while they still need it.
If Mona was from fontaine, wouldn't she have the ability to "dolphin jump" in and out of the water? All fontaine characters have it

I would say, that when there's Fontaine hydro catalyst, Mona has to pack her bags Also clearing story quests is good for the future, because they give some primos and you're not blocked by anything then

tbh, mona is canonically from fontaine, she just moves to mondstadt. the problem is: her vision is a mondstadt one, but i do think that it wasn't thought by the devs at that time to do a fontaine vision thingy… but imo, you could definitely use her 👍
In regards to Monas birthday gift. Last year we got Sumeru lotuses from Kazuha so I wouldn't read into it beyond it being Hoyoverses way of gifting us some of the new regional specialties early in the new patches.
I’m not sure if you know of this or not but each fully charged shot with Lyney gives you a stack but drains your health the stacks will stop once you reach 75% health those stacks will buff the dmg of his elemental skill and heal him for the amount of health drained from the stacks when you use his ult you can also get a stack (and if you heal him w food you can get more stacks from fully charged shots) hope this helps with your lyney

You can use Bennett BC he might actually be from Fontaine but he might not. It's not clear if he is or is not it's the same with Mona
You don't need those quests to unlock Apep, that's the quest for the Scaramouche name changing item.
Apep is unlocked by Nahida's two story key locked quests which only require doing the main Archon quest you'v already done.

You could use mona until you get actualFontaine hydro character, like Neuvillette or the hydro archon.
