She's for ppl that don't have zhongli even they rolled for him several reruns…
There is a simpler explanation for her release, and it has nothing to do with team synergy.
1. Layla is doing far less damage than Rosaria and her defensive utility is also worse than Diona. A combination of healing and shielding is better than just a slightly stronger shield. And at C6, Diona offers a great EM buff. She also has upfront particle generation rather than Layla who cannot generate particles of her shield breaks.
2. Layla is not powercreep of utility at all, she has worse utility than both Rosaria and Diona. She has been released to breathe life into a rerun banner, that's it. It is just a financial decision by Hoyo, her kit is made only adequate but nothing special.
3. Shenhe is the ultimate luxury unit, really unnecessary when Rosaria exists. Mono Cryo teams are niche in themselves and worse than freeze because of the lack of CC, and even with bosses, Kokomi offers valuable healing that is not offered by a Cryo replacement like Diona and certainly Layla's shield is not good against bosses since it will likely break and then she won't generate any particles.

Honestly, I don't have any usage for Layla having Diona C6 fully built: Diona (C6) gives me a very good shield, healing, ER (fav), Cryo resonance and EM. She's really the full package. Ayaka or Ganyu deal already a very high damage by themselves and even higher with Shenhe. So there's no way I would replace my Diona with Layla. BTW, Layla's voice intonation drive me nuts and is annoying af.
Don't overthink it.
Layla is just cryo Zhongli with slightly lower numbers. Creates a good shield and applies element off-field.
I know it's unusual, she is the first universal 4* they released in ages.
Let's hope we get more of these element swap units in the future. Pyro Xingqui, Dendro Kokomi, Cryo Bennett, Dendro Barbara when?
Too bad Faruzan is getting the niche trash unit treatment as usual, she way too pretty for that.
Her shield is good and her burst is very good for freeze. Better than diona
I love Layla, I dont have Zhongli so her shield is nice…im also hoping when Fontaine releases more Hydro characters will come so I can have more Freeze comps

It's really easy to say what is her purpose. She is cute and Zhongli is not.

Honestly I think we should stop looking at perfect synergies for Layla. The way I see it, she's a budget Zhongli. Her shield is one of the strongest in the game and costs no energy. She can provide buffs with C4 and has reasonable damage. I view her as a generalist for people who don't have Zhongli or for some reason want two shielders.
Why do people always have so much copium with the four stars…. Just let it go, hoyoverse is never going to make good 4 stars like Bennett and xingqui again.
The game works better when you can slot already existing characters into the new metas. It's too much to add a bunch of characters you need at once. Plus 4 stars aren't guaranteed, so it can be really frustrating if you roll a 5 and can't get the 4s you need to make them work.
The real reason Layla was released on 3.2 second half: to troll everyone who blew all of their money and primogems on Nahida.
i just wish they actually gave her skill a cd even 1s shorter than the duration cuz its so annoying losing 2-3 stars in the .01 seconds between recasts
Tried to get 1 copy of Layla and ended up getting c2 Yae, but in the end i got that Layla xD (2 5* cons in 70 pulls)
i wish her skill would just produce stars at a fast steady pace on its own instead of applying a worthless gimmick to it. im vry tired of the weird decision they force on the design of these characters.
I just want hoyo to give us an electro or cryo polearm user who leans towards physical dmg and can abuse crescent pike.
Rosaria's attacks are pretty slow and deal dmg in a few hits so she really doesn't vibe well with crescent pike. We need someone with an attack pattern resembling that of xiangling or zhongli who have multi-hit attacks with moderate dmg modifiers since crescent pike triggers per hit as long as you get elemental orbs to activate the passive.
Ever thought about new players , for a success of a game is important to cater to new players
layla works quite well in 'hyperfridge' (hyperbloom + freeze) comps. if you want more comfiness in hyperbloom while freeing up zhongli for another team, it can feels really nice.
I think she's a good free to play option for people who don't have zhongli.

All these poor metaslaves who can only see the game in Spiral Abyss investment. Must be fun, forcing yourself to use the same 4*s for years instead of daring to have fun
I really enjoy her on mono cryo Layla,Shenhe, Kazuha,Ayaka. She has 4pc millaleth so can give almost permanent uptime on 20%atk buff to Shenhe/Ayaka. Level 9 shield with triple hp artifacts gives tankie shield that doesn’t break from like 95% of content. Does decent damage with Shenhe/Kazuha buffs 10k per star for me . I can have all their burst up on cooldown. Kazuha has xiphos and Layla spreads out particles to multiple characters instead of funneling into one character like diona. Having 100% uptime on skill and burst helps keep track of my rotations. Even with the corrosion from floor 12-1 I was able to 36 clear because 12-2 & 12-3 were not breaking her shield.
I think of her as like an offensive Diona where she can shield and help with damage while Diona shields and heals.
In my opinion, there is no specific reason for her to be released. She is just another character to add to the roster. Mihoyo sells characters, it's what they do. So that's all she is.

Let’s not forget we’re headed to the nation of the Hydro archon next. A cryo shield who applies auto targeted cryo consistently is going to be incredibly useful
her design was so good just to be a 4 star which is a bummer. wouldve loved to see a 5 star cryo shielder that can actually compete with zhongli's
What about Eula, Layla, Kuki and Yelan? I saw a video and doesn't seems bad, dunno, maybe it's another way to sinergize with an actual character

I wonder what if they release characters that can buff their specific elements better than Kazuha, but only in mono element team. Maybe the more character with that specific element, the bigger buff damage bonus and reduce resistance of specific element. Then, it's bigger than Kazuha buff when you full go mono team.
I got her cuz 1- She cute af 2- She has a shield that is also cute af 3- She looks like an astro and mona is my waifu so i had to get another star lady
As a Diona user, Layla's shield is insane in comparison, even at low level it does not break in most boss fights. I just tried it out fighting the Raiden puppet which is the first time it broke. Meanwhile Diona's hold-shield is gone within seconds and has a huge cooldown. Layla is definitely an upgrade. Not only does consistantly re-casting her shield make healing unnecessary, it also gives you some nice bonus damage output.
And most importantly: Layla is cute as heck, which was the first reason I wanted her on my team. ❤
You have a great point on rolling for chars with future use/investment in mind. Waiting for a different character that elevates Layla AND THEN rolling for Layla could be a good safe choice. Gotta consider though that a lot of times these 4 stars can take as long as half a year to be ran again. Hoyo doesn't even have to rerun a char because the 5 star that wants them has finally come out. Not like you're guaranteed to get them on your standard summons either. Not to mention even if they do get a rerun, they might not be on the same banner as the 5* char that wants them. If Layla ends up being amazing because a character in Fontaine or something really wants her, why should hoyo give you a chance to get Layla? Hoyo should reward players who roll a character that they believe in/enjoy and want to invest in because we know that this character is likely to appreciate over x amount of patches. Who cares if I roll a 4* I like when I'll have plenty of time to save for the character that REALLY wants them?
suddenly dont feel well wishing on layla….she didnt come home in the first 10 pull so i reached 68 which meant that if i were to get furazan i would get scara (got alot of anemo units already) or raiden (boring playstyle), two characters i dont want so i had to get childe. yae miko was out of question as i had like 3 electors (keqing, cyno and beidou)

She works well with Diluc and Xiangling very well with cons.
