Fun fact: xianyun in fact buffed xiao but she buffed other high plunge characters so much that now both diluc(vape/melt) and c6 gaming(vape/melt) are better than him
I gonna guess the only reason Xiangling is S+ in many people mind is because her constellation helps alot with her Q. As someone who played for 2 years and only have one copy of her from the Abyss, not gonna lie, Xiangling to me is pretty trash
