You didn't put into consideration that 2.8 is all reruns and no new characters. And most likely Mihoyo needs a very popular character to be in that patch to make it exciting so Kazuha in 2.8 just makes sense. Imagine how boring it could be if in 2.8 we only have Klee, Albedo, Childe and Yoimiya.
