i didnt know how to get the anemo combination
the seelie only gave electro and geo combinations
maybe i needed to shift islands to see the combo for anemo

I follow the same pattern when I did the geo monuments, but for some reason it does not work.
I even tried logging out and in to reset the puzzle.
