I still think that such a PVP should be an ingame mode and all player should use the same account for that, with all characters and stats balanced by mihoyo. Here is how I would do it:
All 4 stars C6, all 5 stars C0, no 5 Star weapons, all Characters lvl90, all talents maxed, all characters having perfect artefacts. Hoyoverse could provide such an account since they can just create it and for a mode everyone would play with that in this mode.

Not gonna lie. this gotta be some of the dumbest shit I have ever seen. Since this is an official thing as Hoyoverse themselves support it, there are so many better ways of going about this, and yet they didn't even make the smallest amount of an attempt. These rules sound like some shit you hear when two kids just keep coming up with rules to their made up competition because one of them thinks its unfair, so they keep adding more stupid rules.
