I think her best build is actually full EM because she just will not do allot of dmg on her own but she can apply Hydro very nicely. So i think her real purpose is to just keep reactions going while healing as a side effect.
For full support Kokomi I think Tenacity of the Millelith will work best, +20% HP AND you buff your team. She really wasn't meant to be doing damage

My biggest takeaway from this is that Kokomi takes all the "trash" Heart of Depth artifacts I get super irritated about while trying to max out Childe and turns them into gold. 🤑😂
