You can get characters/weapons using Starglitter, you know. Or if I am reading it wrong, they(Mihoyo) plan to introduce a pay-to-buy way by purchasing Genesis Crystals for you to purchase specific 4- and 5-star characters/weapons that you want… if that's what you are trying to tell us. For instance, I want Jean/Mona characters and Skyward Blade sword but have been unsuccessful so far, but I could obtain them using a payment system to have them. I think that could work for some– it would not be applicable to event-specific weapons and characters though eg Xiao, Yoimiya, Staff of Homa etc.

I'd love to see a Raiden Shogun weekly boss fight where you, Ei, Yae, the spirits of Ei's old friends and her sister Makoto all come together to help Ei perform the most powerful musou no hitotachi to obliterate the Shogun that has turned on it's creator.
But for that to happen Ei would need a new body I think Ei sacrificed her original body to make the Shogun, that would be a great ending to the Inazuma archon quest.

I'm super interested in the "standard banner changes". I hope they don't short us on Kaeya, Lisa, and Amber though. Because as it stands right now, they're rarer than the 5-Stars! I want to C6 all of them, simply because… well my other 4-Stars will keep inching up toward C6 as time goes on. That's given. I already have a "club" of 5 four-stars who are C6. And I love Kaeya, I want to C6 him. So yea… just as long as they don't skimp out on giving us options on the starters.
I think I'll need to skip 2.4 for Yae and Kazuha..
