at first I didn't notice the Black serpent knight like statues, so it could be the gate through which Khaenri'ah would send its forces/spies to the surface. and this can also be the one shown in the fanfic that was being gaurded by the black serpent knights against the heavenly forces.
I think it's not the gate to Khaenriah, but just a building outside the city of Khaenriah itself.
Which means, the city of Khaenriah is not far from that location. This is just my theory, Because it would be very strange if a country that is said to have vast technology & knowledge, its city gate is only that small.
