Additional Notes: (Basically, nearly all characters CAN use Severed Fate. Just mentioning the most common comments here.)
Yes – Keqing is fine for BOTH sets, depending on playstyle.
Yes – Amber is great with 4p Severed Fate.
Yes – Ningguang is great with 4p Severed Fate.
No – Physical DPS still run 2p Blood/PF for direct 50% Physical without requiring an E to activate and loss of energy.

For the ER set, how should you prioritize the main stats? Is going triple ER main stat in hopes of trying to achieve 300% ER more optimal than going atk%/elemental dmg/crit? Or would you do something like this: ER/elemental dmg/crit?

There’s technically a way to use Xiao on the Reminiscent set although the timing is strict. Rotation goes Sucrose E, Xiao E canceled into Q. If you time it right, Xiao gets the set buff then catches Sucrose’s particles to allow his Q, then catches his own particles to work to his next burst. Timing is incredibly strict though, idk if any Xiao players have tried it

Fun fact as someone who has 4 pice and really good roles of the shin set yes 100% can slay with the set cause u can still get his q and it can do hella damage but in short u definitely get your q still and use it as a finishing blow

I have a question, would Mona with this 4PC work in a freeze comp? Cause the way I think it works is that the damage on her burst is when her bubble pops, or does the damage increase to the rest of the team also scale with burst damage?

Electro Keqing also benefits greatly from reminisce set. Her q is only for crit buff and i-frames and only 20 % additional ER gives her more than full uptime so 15 energy loss is very much tolerable

klee can use the shimenawa currently, spamming E doesnt mean you depleted 30 energy. it just suck 15 energy and it goes on cooldown 10 second, and then after that you can proc it again with elemental skill
