hope this tier list was an improvement over the last! took into consideraton many criticisms & i hope this makes more sense 🙂
Diona is not good on what she do, heal and shield or semi damage thats how they design her and she is not good on any of those
Over all your tier list need lot of improvement, or maybe do teir list with each constellation because we all know faruzan is unplayable on c0
Ayaka and Klee being separated by 1 tier feels wrong to me! Ayaka and Keqing being in the same tier similarly

yoimiya is on ayaka tier, shes very low. in your tier list Your reasoning for yoimiya being that low is because she needs a shield, but so does neuvillette and hes 2 positions higher, keep in mind yoimiya at the moment has higher dps in single target than neuvillette.
Zhongli and Neuvillette are top tier. One of the best Defensive units and Offensive units respectively
i think cyno should be 1 tier higher considering, cyno with investment, is just too strong for the abyss. cyno with SOSS is so much stronger in single target damage dealing. i also understand your point of raiden better at hyperbloom than him, but a hyprbloom is a raiden with very high EM and dragon's bane usually, raiden is no longer a dps then, she just turns into trigger for blooms with no personnel damage of her own, that being said kuki is also there but she has no personnel damage like raiden hypercarry or cyno. keqing is only good in AOE when the abyss gives small enemies to clear out, but as soon as mechas and bosses come which is a pattern we see in abyss nowadays a boss on every chamber with atleast 1 full side facing two boss at the most, cyno is just very good and takes care of one side everytime. cyno with staff of scarlet sand and nahida is already very deadly combo, throw in a baizhu and beidou and this team's aggra damage is way superior than keqing aggra with kazuha and fischl, and if you have xinqui this team is very very powerful team.
I think while yes a lot of people fairly look at Zhongli's raw outputs to determine his placement, what makes him an S tier for me is he helps with a lot of the annoyances that can end up shaving off crucial time in the abyss, especially ones with new mechanics and enemies. Because of that character, I have been completing the abyss instantly as it comes out just as immediate without even needing to know what attacks they do, how to dodge it, and etc. He essentially puts the game on easy mode and that's more valuable than any other unit above him can do. On top of that his f2p best in slot competes with his 5 star one, with the 3 star weapon black tassel just giving you free damage and insane shield power.
Also as someone who has used the top 3 rows of your final list fully invested with nearly perfect builds (with the exception of nilou, baizhu, & shenhe whom i skipped), Alhaitham's placement just seems way too low for me. Even after hearing your reasoning it just really surprised me that he did not go between raiden and childe. I think the fact that he can easily use a lowly invested kuki and xingqiu in itself makes him at least deserving of being next to raiden especially when he doesn't need c6 200%+ ER faruzan like wanderer and xiao nor is he tied to mono pyro like lyney. Im also wondering if common cons/weapons are being weighted in your list because if so c1/r0 neuvi and c1 hutao would imo be way higher, if not their placements seem justified. I know you mentioned it as your reason for neuvi's placement, but for hu tao i just have almost never seen someone place her in a tier list without considering her c1 or homa because of how rare it is these days for people to not have one or the other after all her reruns.
This is much better than the 4.0 tier list.

In my oppinion noelle should usualy be one tier behind itto, their damage is usualy quite similar with ittos atack speed being the difference maker (from what i noticed at least) and noelle also having extra range and being able to use things like yunjin on top. At this point ive seen noelles wich outdps even diluc dispite of reactions.

as a new f2p i only have 2 5* (jean and neuvillette (i got 5* sword on standard at 80 pity:( )) and i need advice on who to save for next.
i was thinking wanderer( i like his design and i have bennet xiangling zingqu who make a good team with him + he can fly and i mostly care about playing in the world and not abyss )or nahida(she is good and i like her playstyle but i dont have a good electro for a team since i only have lisa) or raiden (since i have no electro characters)

you way underrated beidou, at C6 shes uber broken – other highly rated 4*s on this list also require cons to be good like XL C4. High cons Beidou easily outdamages C0 Raiden in multienemy scenarios. The fact that she cant hit dendrocores also makes her uniquely able to play quicken in bloom teams and bringing her own res shred mitigates the lack of VV in bloom teams. Literally just try to slap your Raiden hyper artifacts on Beidou and see what happens.
Noelle is S tier common man
there is no way you put childe in top tier, then put ayato and eula (who is our top record breaking dps) below people like yae and xiao?? Ayaka and Ganyu are even more serviceable than most of the dps' you put above them. This tier list feels so skewed it hurts.

Assuming this is co-c2 constellations. Changes i would move shenhe down a tier aswell as itto, swap xiao with thoma, place kokomi up 1 tier next to hutao, eula next to ayaka, klee a tier down, ayato near the top of vege chicken tier, move bennett to the last spot for brownie (imo hes abit overrated), jean and kaeya into bottom of vege chicken tier.
If its c6, the only change would be eula and yoimiya abit higher probably both next to or above itto. Nahida would be in first place with yelan right next.

I'm convinced Neuvillette is going to become the strongest main dps character in the game by the end of 2024 (unless something else that is absurd comes out) if a dedicated support appears (and furina is looking really good for c1 neuvillette because)
Also because by 4.4 he will have R5 Sacrificial Jade which is extremely close to his BiS weapon
