What weapon are you thinking of using on Yao Yao? Also it appears that Yao Yao may be a FREE character in 3.4(Free Liyue 4* Lantern Rite) will you be getting her?

Staff of homa seems like a massive waste, not only primogems but most of the weapons stats. If she scales off HP, and is a support, attack and crit damage seem pretty useless. 20% HP is almost nothing compared to black tassel. A support that uses staff of homa like zhongli can use staff of homa for burst nuke, but for yao yao it seems pretty useless. I would be focusing on as much ER and HP, with possibly some EM sub stats will be helpful for reactions. Also just because she may lack attack and crit because of HP focused build probably won't matter that much if she has low scalings, which is likely for a dedicated healer. I can see why people might put it on her, but I don't think its as valuable as something like black tassle or fav lance for yao yao, even if it's a 5 star weapon.
