Actually, not using a shield in the fight with Azhdaha gives you an achievement. Which was one of the first of the battle-achievements with him that I got, simply because I had no shield worth mentioning back then, because I never build Noelle.
Zhongli needs massive ER to be a co-op shield-bot for boss fights. Especially for the Scaramouche fight. In the second phase, even less energy orbs are produced because you don't fight him directly for the most part.
You can use a second geo character like Ninguang or Albedo as a battery. Alternatively, use Diona C2 with a sacrificial bow. Her shield is not as good, but far more often available during the fight, especially if you only tab her E for the shorter cool down.
