Bro I want him to be playable so bad, and if capitano becomes playable he will be my 2nd C6 character.
That was pure cope so let's instead use logic instead of relying on patterns that have notoriously been broken in natlan:
Marketing: he's been getting way too much Marketing for all of it to lead to nothing. It can still happen, but Signora got way less screen time and way less Marketing in comparison. Compared to Capitano, Signora got 1 cutscene and 2 scenes before dying. Plus some lore in an artifact set. Capitano has been teased as far back as varka's letter and Neuvilette mentioning him. He's not even an antagonist so all the hype isn't leading to a showdown. Capitano wasn't one of the big hits of the lazzo trailer like arle or columbina, so they went out of their way to ask the playerbase to get excited for him. Logically, how did Neuvilette even KNOW cap was in natlan, they added that line specifically to hype him up lmao.
The constelattion: they got one designed for him, and they have to use it somewhere. Either in a boss fight or as a character release. If he survives next patch or even if his fate is left uncertain, there's no way mihoyo is going to let the suspense last even longer and leading nowhere.
Nod-krai: if 6.x is really not snezhnaya, then there won't be an archon, leaving the entire region open to be filled with lore-important characters. Probably at least 2. I'm betting one of them is varka, the other could be anyone from alice to columbina, but there's also a chance for capitano.
Sticker, playable character number and all that don't mean anything. The biggest point against his playability is the size, cuz at this point i think they found out people don't have a problem with the mask (and it can be removed anyway)
Nahida will come and take Capitano to a dream and make him reincarnate as a 12 years old loli, this is how they will give you a playable EL CAPITANO

He's an Archon-level character in terms of lore power and popularity, throwing him in randomly would make no sense.
Now, if Snezhnaya is indeed a 2-year region as leaks are suggesting, then I could absolutely see Capitano being used in place of an Archon to keep sales going.

I think it make sense that hoyo makes capitano in 6.x patch if they release snezhnaya 7.0 because they likely want player to know capitano further back before he playable like scaramouche we knew him from lore crumbs and the infamous 1.1 event until sumeru but capitano we dont know him that well we only know little of him from the archon quest
