The 4 stars in Raiden's banner are Kujou Sara, Sucrose, and Xiangling.
It is already more or less confirmed that the other two 4* on the banner are Sucrose and Xiangling. I can't say that I am happy about Xiangling but at least it is not Noelle. Love her personality but freakin hate playing her.

nope, no C6 Noelle here. Never wanted and never got it. My artifacts RNG maybe trash but when I say I want that 4*, I ALWAYS GET THAT 4*. Last Banner, I wanted Yoimiya and Sayu and I got a Yoimiya and 3 Sayu, and a Jean in 20 pulls, making it guaranteed for my next pity. The lord has seen my pain and blessed me with gr8 fortune.
