There have been "just new 4-star" banners before. Evidenced by 1.4 with just Rosaria as the new chara, and 2.2 with just Thoma as the new chara.
So clearly, not all updates will feature new 5-stars every patch, with the exception to weapons.

It's been datamined and we have gameplay of Heizou, and it shows that he is a 4 star catalyst. Also in 2.2 Thoma was the only new character and he's a 4 star , so it's most likely he is actually a 4 star
