Hoyoverse is a very scummy and stubborn company so the only way to make them listen to you's in a way they understand it the best. Global players DO have power, contrary to what most people say. Global players are much more than CN and JP and by virtue of being more, they also have more whales than them. It's just common sense 101. Even a whale or a dolphin switching to only a monthly Welkin blessing can hurt them alot
Reason why people think "Global doesn't matters" is cuz the global people don't have the resolve to fight back and the commitment to stick with their cause like the CN and JP players. The day the Global players decide to switch up, Mihoyo will automatically get in line

Isn't it consumer fraud as well to advertise Natlan with only dark characters (Iansan and Muratans in manga), and also hide everything for 4 years to milk the western fanbase of their money before pulling the switch and revealing that they intentionally misdirected the western audience with their Natlan advertisements, making everyone think they would actually represent their culture and people in such a big and impactful media product, when in reality they pretty much hate them and endorse racism against them?

CN community is have an argument that hoyo cannot ignore; "If this is a bug, why not fix it immediately? We want to gacha Neuvi because it has a feature that can rotate quickly. If you remove it, it means you are committing fraud with this Neuvi product. We want it to have that feature, but instead it doesn't."
In essence, they are making consumer complaints, because characters is a product. If the expectation is "it can spin quickly" but when you buy it it can't, it's consumer fraud. that's why mihoyo response to CN community, and not to the people that cannot separate real life and fiction, recreation and inspiration.
