Just use the platform to go up for no. 21. There should be a hook under the breakable boulder.
The "chill musician" is one of the Local Legends. If you attack her, you'll be in for a tough fight, but there are three possible achievements you can get from her.

The "Chill Musician" on Chest 3 is actually a local legend, you can get up to 3 achievements fighting her, just kill the animals around or atack her to start the fight.
