For tall female – Navia,
For mid-height male – Freminet or Gaming
For mid-height female – Chiori or Layla
The kid females look like potato heads to me so they're excluded

At first, I thought it was a shoe-in for Nilue since she’s extremely popular and resembles the indescribably beautiful goddess of flowers. I can accept the fact that Ninnguang is absurdly attractive from a lore perspective though… until I first saw Navia. She is literally the most beautiful character I’ve ever seen in this game period. I’m honestly surprised that there are no recorded instances of anyone trying to court the young, kind, generous, and dazzling president of Spina de Rosula. Oh well… if that’s the case, I’ll gladly be the first. 😊

From these descriptions it doesn't feel like there's any unreal beauty amongst the characters yet. Everyone is beautiful, but not remarkably so. I thought Nilou would lorewise be the one due to the goddess of flowers, but it isn't shown in how people interact with her. Ningguang seems like a stretch as well as her status, knowledge and her secretive nature is what's being accentuated and not her beauty itself. Beauty is the secondary characteristic.
I guess the most beautiful character in lore will be someone who derives their power from their beauty, which has an effect on everyone around them. Would have an ethereal or otherworldly quality to them.

The story does not make emphasis on their physical appearance, but Kokomi and Navia have the most beautiful designs in the game, by a large margin, IMO. Other characters can be sexy, stylish, cool or cute.
But in terms of strict beauty, Kokomi and Navia are objectively more beautiful than the rest. Raiden Shogun would be third.
Mihoyo did a bad job in making beauty stand out since all of them are beautiful.
