Few changes I'd make to this list would be that, fundamentally, bursts that contribute nothing but damage should never be S or A tier. Those characters don't enable teams, which is what Genshin's focus is on.
Ei is undeniably a character with an S tier burst. The damage is great, but she enables a shitload of quick-swap teams and teams with a priority dps like Yoimiya and Razor, the bonus ER is the only thing that competes with Bennett for the best burst.
Yelan, Sucrose, Yun Jin, Diona and the Traveler should all be A tier. Zhongli could fit in A tier too given his burst's low energy requirement, high damage and significant crowd control.
Ayaka and Ganyu are better suited for B tier.
Appreciate the effort but I would personally make 3 changes. Raiden elemental burst is easily s tier and on par with Bennet for the big pp DMG, resistance to all interruption, lots of ER for the entire party and low cooldown. Cant wait to explore a sunfire team with a dendro unit.
Second ayato burst has insane aoe hydro application with quadratic scaling. Will work very well with dendro.
Third yanfei. As a yanfei main she is already one of the best 4star dps and her burst just amplifies her damage making her better than many 5star dps. C2 gives lots of crit rate and C4 gives a shield. Scarlet seals reduce the stamina consumption so you can spam charged attack with wanderer set. Give her a hydro support and some EM and you will see DMG just almost like a well invested hutao.
Didn’t even bother with ranking Heizou’s burst. Really…
The waifu did get buffed. I don't see a video about it tho, lol.
not yanfeis burst basically making her the best hu tao shielder at c4. wonder if u would rank that any higher

[i main these two and have these two (at C0 and C6) so I'm gonna point out the things u didn't mention about them]:
C6 Yanfei's burst is pretty solid for utility. Tankfei exists.. so i think she should be on Parr with Fischl as unlike Thoma, her burst shield doesn't apply any Pyro. So hu tao can benefit if they don't have zhongli.
Edit: Yoimiya's burst doesn't procc for her but for other party members. It's really a great thing in co-op as she herself is a machine gun and doesn't need much buffs (except if we include reactions then she becomes a beast like hu tao with xq). Her burst can go upto 20k damage per two seconds or 6 times during her burst uptime and can do reactions upto 2.5 to 3 seconds during the burst due to burst iCD she has (which is sheet) but when hit by other characters and it even provides atk% bonus to the party member hitting the enemy affected by it. It's like hu Rao's flat atk buff.
Plus you can't sleep on it being 20% of her kit. Ur loosing dps there. Even with shimenawa if ur rotation is good, u can burst often times!
Yoooooo vars maybe you should do a series for new characters and call it “will people play?” And you go over new character releases and make your best guess as to whether they will fit in the meta or not
I'm really happy to finally see someone recognize that Venti's burst isn't useless just because of heavy enemies.

Ayaka Main here, her Charged attack is S but her burst auto targeting puts it too low.
If you're counting all 4* at C6 then bennet shouldn't be S tier it's fine to make him A maybe but deffo not S tier when he's C6d
Should consider that Amber's C6 buff also give 15% attack and movement speed for 15s.

You got to be f`ing kidding me on this, probably worst tier listing I've watched to-date! I feel like you listed those characters in S tier because you personally have them and you probably use them on every content you've played. Some of the characters …I can't even get my head wrapped around this list, what really got me was your reason for Sayu, really? Her burst does more than heal with constellations but can and does big PP damage as well as heal! Do me a favor stop trying so hard for Views and make accurate and experienced content!!!! Getting paid off others work is not cool!
This did so many bursts dirty. Ayato, which is just the hydro version of Ganyu, being in a lower tier even though hydro drives more reactions is a really bad take.
Ganyu has the only burst with 100% uptime. It also has quadratic scaling (ayato also has this), which makes the burst insane for closely grouped enemies, which you can group naturally with her taunt or forcefully with an anemo unit. It's a great cryo applicator and the overall damage is insane. It also gives a 20% cryo dmg bonus to any character in the field of the burst. Definitely underrated. Raiden also needs to be S tier. That extra energy recharge is game changing. Tankfei should also be mentioned
Before dendro, Yae's kit is trash. But with the dendro reaction with dendro resonance, all of her kit starts to make sense. 100% uptime for turret dmg (unlike fischl who needs burst to refresh). skill-based multiple target (unlike beidou who also relies on burst). And big pp dmg when her burst is up. Movement with skill makes more sense for more reaction before collei's boomerang return. Not to mention her skill scales off EM as well. Also her turret has a small aoe that can trigger hyperbloom
I mostsly agree with your tierlist, but I think that you placed some characters a bit too high in the tierlist and some a bit too low.
Firstly, in my opinion Shenhe and Yunjin are a bit too niche : they only work for few characters or few elements (Shenhe only works in cryo or physical teams and Yun Jin only works with Childe, Ayato, Eula, Fischl and Yoimiya).
Secondly, I think Diluc and Noelle can be placed a bit higher in the tierlist since their burst stays even if you swap characters. Plus, Noelle’s burst gives her the ability to deal big damages and to heal the team.
I think we can also place Raiden a bit higher since she provides during her burst a lot of ER.

Something I do is use Mona to grant the element dmg buff use Beidou burst then ayaka for the physical defence reduction and then xinyan to top it off and then go beyblade it has helped me clear a lot of things
You just said every 4star is C6 which would make Bennett trash

Sorry but putting Raiden Shogun's burst on anything lower than S-tier is a meme.
She literally deals good dmg to be a driver and restores TONS of energy for all her allies AND herself.
Just because her burst doesn't deal as much dmg as a purely dps focused burst does in no way make it worse.
Her energy restoration is the main reason the national team (or any team for that matter) doesn't need to put as much or any focus on ER and can go for even more ATK% etc. to increase their overall DPS significantly.
Sp yeah, do the Shogun justice, it's an easy S-tier.

Hu Tao's skill buff makes her burst hit significantly harder. Doesn't make any sense why that wouldn't be included in consider. Hp gain is also very useful for sustaining Hu Tao in a pinch which is not mentioned at all. It's one of the main differences between Hu Tao and Xiao. Also, her burst is 360° AoE which is good mob clearing and crowd control.
Raiden's burst refills the entire team's energy quite a bit. That's a very important aspect of her kit. Her burst also increases in damage based on how much energy is consumed in team bursts through resolve stacks. This creates a positive feedback loop of damage as you always have bursts up and you deal more damage by burst cycling. The energy recharge from Raiden's burst also allows for other team members to run less ER stats and build for more damage. Raiden's burst also has a respectable amount of AoE which makes it easy to hit opponents, even flying ones.

Respectfully, I disagree with Razor's burst, I KNOW "Oh he's a Razor main, of course he thinks it's good" but NO. I am in fact the most high caliber of genshin players, people fear my power. I am an Amber main. So listen up! Razor, while HE may be a C-tier B-tier character (If you're being nice) the burst itself makes Razor much better as a character, while it may not increase his actual physical damage, it works really well to boost his damage in other ways. Like his attack speed buff, but it also constantly applies electro damage, which you can use for superconduct, and electro-charged. So the burst itself I'd actually place in the b tier to a-tier. Please do leave any counterarguments, I mean this RESPECTFULLY! I do enjoy talking with you beautiful people.
