Exactly, cause they were trying to disguise themselves from Cloud Retainer. If they have a real human form and used it, she'd know immediately. (Not that she didn't already know and was playing dumb lol)
They can take any form. They probably just did the npc look for the bit.

They were not much in the picture from the start. Only cloud retainer had so many interaction with us and also in some of story plots.
That was my immediate reaction after seeing them I was like PLEASE if they ever make them playable or do something more with them have them change their form and say “it was because we were trying to be inconspicuous with the locals” because ain’t no way the NPC with a strand of highlighted hair is their official model hoyo I cannot 😂😂😂😂
