The video intro is already creepy
The abandoned hospital part during the Archon Quest was very unnerving, the whole premise of an isolated place where strange experiments occur and the muffled crying sounds set a dark atmosphere.
Chinju Forest already has that eerie mystical woods vibe to it, everything peaked for me during Akitsu Kimodameshi event, it felt like the forest was haunted with youkais.
But yes, Xiao's smiling like that is the scariest thing.

– that lone Time/Sundial Island you can see from the top of Starsnatch Cliff
– Chasm
– the Gate to Khaenri'ah under Sumeru desert
– the unknown realm inside The Book of Revealing
– Enkanomiya
– Tsurumi Island
– that 1 depressing-looking area in Liyue that has 9 pillars around it
(Additional note : I personally find that lone Time island to be scary since we don't know shit about it besides the fact that it most likely has some connection to God of Time & Venti apparently. You'll also instantly got covered by thick fog the moment you set foot into that island :'D)

When in Archon Quest in Sumeru while you visiting "that" hospital for the first time, you will find NPC that crying inside that place. Turn off BGM will give you the vibe.
Take off Chinju forest and Quingyun Peak i agree with those, i actually think Quingyun Peak is a very pretty place and Xiao singing is beaultiful.
the chasms is the most scary place for me I didn't feel good when the first time I come to the chasm. After finish the chasm story I never go to that place haha

For me it has to be dragonspine , chasm and enkanomiya drangonspine feels like snezenaya, cold and scary. Chasm is just ominous with it having no sunlight and that dark purple goo thingy the music is also offsetting, and enkanomiya is just nightmare fuel, your telling me that i’m inside the upside down and stuff?!?? Also the fact the a lot of kids were… sacrificed to the artificial sun which is OFFPUTTING AND SCARYS THE HECK OUTTA ME like theres a hot object that could explode or combust with the stone to collapse and kill every thing and no one would know like your trapped there with no food from watatsumi
