Sorry to say – and I wanted playable Capitano, too – but he's not coming back. He's the Himeko of this game – dying for his ideals and being a driving force for real change. And the Lord of the Night is pretty explicit about him being as close to dead as he ever will be; his consciousness is entirely gone, his body kept alive by the curse, and his soul merged with the Lord of the Night to grant her de facto immortality and allow the souls he kept with him to join the Night Kingdom.
Och-Kan was our biggest hint towards what would happen to Capitano; His mind was placed into the Heart of Chu'lel, while his body and soul continued to live. So we know that what made Capitano Capitano is gone, with the remainder an everlasting middle finger to the Heavenly Principles.

The beginning part could be Natlan or Khaenri'ah since he initially wore that Khaenri'ah outfit during the Cataclysm in both nations.
The war part before he sacrifices himself is what he was doing during Act IV. Mauvika had her other outfit 500 years ago. Also remember that Mauvika initiated a special Night War during Act IV which what we see happening there.
