I agree with most of your choices except one.
I don't care how much of a 'glow' they gave to Il Dottore, for what he did in the past (see the manga) and what it seems he will do in the future (Sumeru) he is F Tier for me. The most despicable and vile creature (I refuse to call him even 'person') of the whole Teyvat.
