So the current speculation for the 4.0 banners are as follows:- Lyney and Yelan in Phase 1, and Zhongli and Tartaglia in Phase 2.—— However, some leaks now say that there’s a possibility that Zhongli will be delayed to Version 4.4 or later, because of the news of him receiving a skin.— However, we don’t know how true this is and even if he is receiving a skin, it’s not guaranteed that he will get a rerun in that same patch. This is believable because Ayaka received her skin in Version 3.4, however, she had her rerun one patch later, in Version 3.5. This is why it’s always good to remember that nothing is confirmed until the official livestream , no matter how reliable the source is.—
As for the updates on the 4.1 banners, while the banner speculations remain the same, there’s been updates regarding a new character.- So first of all, the 4.0 banners are said to consist of Raiden Shogun and Neuvillette in Phase 1, and Wriothesley and Arataki Itto in Phase 2. Keep in mind that the phases are highly subject to change. This all remains unchanged, however, we have some new info on Wriothesley, other than him being colour-blind. So the first obvious bit of info is that he’s a 5-star, however, the bad news is that he’s going to receive Dehya treatment and be sent to the Standard banner once his limited-banner ends. Moreover, he’s speculated to be a Physical DPS, with Cryo as his element, and he’ll be a polearm user.—
Let’s hope hoyo doesn’t butcher his kit like they did with a certain character.-

If this banner set up is true, Hoyo is REALLY testing me as a Zhongli X Tartaglia shipper.
Hoyo: we won't even give you subtle hints of them, like other ships.
