It appears that mihoyo is stuck in a dilemma, concerning the whole CCP disliking feminine men. In one perspective, changing Venti's design is a step forward in complying with the rules of the government. On the other hand, they would get a HUGE backlash from the community, because people paid tons of money for this character, and I don't think mihoyo is permitted to change a character after release unless they don't function properly/bugs occur. Not to mention that it goes against the lore of the game too, since Venti is portrayed like that in order to respect his old friend.. So they would also have to find a good excuse as to why Venti would change form all of a sudden. It would also be taking a step backward in the story rather than moving it forward, the story focuses on exploring each nation, so slapping an archon quest about Venti changing his appearance would just be completely unnecessary, especially since we now have to move to Sumeru, and Venti isn't involved anymore in the story, at least not yet so far.
I don't know what mihoyo is planning to do, but whatever decision they're going to decide to make, both of the paths are quite risky.

One thing I’m puzzled on is why is gorou on the same panel as Venti for that “removing feminine men” thing when he is CLEARLY A DUDE. And Venti isn’t even that feminine to begin with. He looks like a girl only cause he is in the body of a boy and in media and sometimes irl young boys do look like girls. Same for xingqiu.
