Probably Tencent hired people to complain. So miHoyo decided to play safe. I don't think the government issued any decree about this game. The government is mainly targeting overly sexually suggestive games which is common in online Chinese games.
The government is targeting the entire entertainment industry so gaming is part of it. It is not targeting miHoyo but miHoyo is being proactive and trying to show obedience, which will keep them safe from being hammered in the future. This is a very smart move.
