Correction, Morax didn't created the whole Teyvat, but if you want to know who created Teyvat it's the Primordial One or the First Who Came. (They can also be called as the Heavenly Principles but the Second who came "stole" that title after the war between those two.)

Morax/Zhongli and Venti/Barbatos are retired from their "jobs" the archons we've seen so far most of them gave their gnosis away which has a strong connection with Celestia.
