How to Start Sumeru Daily Commissions in Genshin Impact guide shows the “Adventure Takes Courage” world quest that is responsible for starting the Sumeru daily commissions.
This is a stupid mechanic imho. I believe we should have been able to unlock daily commissions in Sumeru once we reach the main entrance in Sumeru City or I guess by talking to Katheryne. But no they want us to finish the Archon Quests. I'm guessing it's due to the immersion experience they want their players to feel excited for.

I finished the Archon Quest and never got the quest to speak with Katherine, am I locked out of Sumeru commissions forever?
Edit: Nevermind. The quest spawns on the next reset.

great i got that quest but i'm doing a world quest that got a ncp for that quest , so i'm locked on doing that
I finished the archon quest, wait for the next reset and still no quest??
