Considering these challenges are nice to see unusual characters in use I think you sticking to "No weapon banner characters" is more fun. I havent seen someone use a Chongyun in a while.
if you want to include additional characters but not the entire roster, my suggestion would be those that were previously given for free in flagship events: fischl (1.1 & 2.8), any liyue character (1.3 & 2.4 lantern rite), diona (1.5), beidou (2.0), xinyan (2.2), xingqiu (2.6) and dori (3.2). i didn't count collei from 3.0 since she's available when you clear the earlier abyss floors like xiangling

I think pulling a 5* from standard is perfectly acceptable, as long as you F2P the run. Most of them don't really benefit from weapon banners, plus they'll be so limited it will make it interesting trying to build around them. Imagine having to use Diluc with white blind.

You can wish for the chars that match their unique weps but you must get the weps first

I've been doing this on my second account after some wishing on the character banner, only gonna wish on weapon banner in the foreseeable future

They totally remade the colliders to get to the waypoint above the Favonius HQ. It was so much easier in the past.
Maybe you should do like, just wish on the weapon banner, and just use the characters at lv 1
