I feel like the weirdest NPC's in HSR are the ones on Herta space station. "BEHOLD THE MAJEEEEESTIC CHEEEEEEESEEE TAAAAAARRRRT!!!" is the first thing that comes too mind on that station since that event. The only normal ones on that station are the security guards.

Semuru npc's are definitely the most lively npc's in gemshin

That is why i like impact more it is a chill nothing want's you to rush even npcs are in slow mode i like it more because modern games trying to be not bored so everything is fast and world want's to kill you even if you are resurrected with 1/3 hp you won't survive … Impact is different you can sit down on a rock and enjoy a scenery around
And of course you didn't include the npc with an amazing dance in port Ormos. Why did you compare a dancing npc to a one grooming again?
HSR NPCs are so iconic, one of the many reasons I enjoy HSR way over Genshin.
