Speaking of billets, there might be something similar to Mondstadt and Liyue wherein you get some Sigils for opening treasure chests. I believe the sigil shops has billets available to exchange, one for each type iirc. So Inazuma might have that as well.
Inazuma's current situation is similar to Japan.
Japan once declared a closed nation to prevent the Spaniards to come to their country.
